Non-Member Surcharge (NMS) FAQ

Who do I make the check out to?
SCA, Inc., Kingdom of Atlantia

Where do I send it?
See the "Deputy for Non-Member Surcharge" on the Kingdom Staff

Do I send the event report?
No, just the Non-Member Surcharge Submission.

When is the NMS report due to the kingdom?
The deadline is 14 calendar days after the event.

Why does NMS have a 14 day deadline, but the event report for a kingdom event isn't due until 30 days after the event?
Because Atlantia needs to report up to the corporate offices within 14 days after the end of the quarter. If you're event is the last weekend of the quarter, then we only have those 14 days to get your report and forward it on, and we can't wait for 30 days.

But we haven't gotten all the event receipts resolved yet for our event!
NMS isn't based on whether your event made money or not, nor on receipts. It is only based upon attendance, which you should know shortly after troll closes.

We're having trouble connecting with signatories on the group's checking account. Can I send a personal check so that we can have this done?
No, it needs to be a group check.

Do children have to pay NMS?
Maybe. The rule is: "The NMS will not be collected for minors for whom there is a discounted event fee." So it depends on whether the event's fee structure has a discount for children under a certain age. For example, if the event pricing says "children under 15 are half-price", then children under 15 don't pay any NMS either. But children 15-18, if paying the same price as an adult, also pay NMS.

We don't have any fee to attend our event. Do we have to charge NMS?
No. "The NMS will not be collected if there is no fee or required donation to attend the event."

We have an event where we aren't paying anything to the site, but there is a fee for the feast. Do we charge NMS?
Maybe. If people could attend the event without paying any fee (for example, attend but NOT participate in the feast), then no, NMS is not required. But if this is a feast-only event, and to attend you must pay a fee (even if the fees go to food and not a site), then NMS will be required. "The NMS will not be collected if there is no fee or required donation to attend the event."

I'm having trouble and might be late. What do I do?
Contact the NMS Deputy BEFORE you are late and ask for help.

Why do we have to do this?
See http://www.sca.org/BOD/announcements/nms.html

We have invited a person to our event to <teach / play music / take photographs / write a newspaper article / etc.>. Our group is not asking for payment from this person, because they are coming just to perform this service to us. Do we have to collect NMS from them?
No. This is a change based on a recent update by the BOD that says "(4) The NMS will not be collected for any adult for whom an entry fee or required donation is not collected, even if others are required to pay at the same event."

We're having a gathering. We're expecting garb, we're asking everyone to chip in $x to pay for the site, but it's on a Sunday, so it's not a real event; it's sort of an "unofficial" event.  Therefore, we aren't asking for NMS.  Right?
Wrong.  There is no such thing as "unofficial events" in the SCA, and it doesn't matter which day of the week it is held. The test of whether the gathering is an event how it is announced:  "...Society events for which a full announcement including date, time, and place has been published in advance in the appropriate corporate publication..." If it is announced in the Acorn and a fee is required, then NMS is required too.

Our group policy allows some people to attend our events for free ("complementary"), like the King and Queen. If they don't have a membership card with them, do they have to pay the NMS?
No. This is a change based on a recent update by the BOD that says "(4) The NMS will not be collected for any adult for whom an entry fee or required donation is not collected, even if others are required to pay at the same event."
